The main issue is refunds. Will they happen? Bear in mind that it is hard enough to return games on Steam that do not work.
Curation will also be a problem. It is an impossible task to test for compatibility with other mods.
This bring us to the heart of the problem: Dependencies and mod conflicts.
What if the consumer did not read the description and bought a mod that requires another mod to function?
What is stopping the author from making artificial dependency? IE: The consumer would be required to buy the author's previous mods to play the new mods.
Above all else how do you account for CONFLICTS? I mean this is TESV we are talking about and it will happen.
Bear in mind that in most of instances EVEN THE AUTHOR DOES NOT KNOW what their mod will conflict with. What about artificial conflict that would make one mod incompatible with the other just to screw over the competition?
