I'm that person lol. I will change it to over-the-roll every time. I don't know what other peoples' bathrooms are like, but ours gets pretty steamy and tend to stay that way for a long time. And there's definitely some mold in there (it needs to be repainted badly). The walls get damp and if you've got an under-the-roll situation going on, the tissue will get damp and it's disgusting."I just pick up wads off the floor

I don't want to wipe with damp, moldy paper.
Plus over the roll just looks neater to me.
